Job summary

ST Engineering Mission Software & Services seeks a Software Manager to lead software engineering for a critical ICT public sector project in Singapore. You will ensure design, development, testing and maintenance align with government standards and ISO frameworks.

You will oversee the core tech stack (SQL Server, C#, Azure), drive SDLC/DevSecOps, and coordinate with cybersecurity, infrastructure and QA to deliver secure, reliable solutions.

Qualifications

• Minimum 10 years of experience in software development and management.
• Good knowledge of ISO standards and government security requirements.
• Experience with Singapore public sector projects is advantageous.

Responsibilities

• Define software strategy, architecture and governance across the program.
• Lead design, integration and validation of complex applications and interfaces.
• Manage SDLC with Agile/Hybrid delivery, ensuring milestones within scope and budget.
• Oversee QA, analytics and reporting using PowerBI or similar tools.
• Ensure security practices (DevSecOps) and ISO/IEC 27001 compliance.
• Act as primary software engineering contact for government agencies and vendors.
