Job summary

Hong Kong Housing Society is seeking a Senior Maintenance Officer with a Degree or Higher Diploma in Building Services or Electrical Engineering, and a Grade B Electrical Worker certificate. The role involves solving technical problems, preparing tender documents, reviewing facilities, and supervising improvements across estates.

The candidate should have 8 years’ experience in building services maintenance (10 years for Higher Certificate holders) and deep knowledge of relevant regulations.

Qualifications

• Degree or Higher Diploma in Building Services, Electrical Engineering or related disciplines.
• Certificate of Registration of Electrical Worker (Grade B) or equivalent.
• Membership of HKIS/RICS/HKIE/RIBA or equivalent preferred.
• 8 years’ experience in building services maintenance; 10 years for Higher Certificate holders.
• In-depth knowledge of relevant regulations and maintenance practices.

Responsibilities

• Solve technical problems independently and handle urgent repairs for building services.
• Prepare design, budgets, estimates, drawings, specifications and tender documents for maintenance works for senior’s approval.
• Review estates facilities and supervise improvement works to ensure quality and upgrade living standards.
• Administer tendering and contract processes including inviting quotations, evaluating quotations, preparing tender documents and issuing works orders.
• Provide technical advice on materials, tools etc. to PM staff and coordinate repairworks carried out by technicians or contractors. Supervise and monitor progress on site and certify completion, coordinating with contractors for payments.
• Report irregularities to Estate-in-Charge and Manager (Maintenance-Building Services) and take appropriate action.
• Inspect tenants’ fixtures and various installations and recommend repairs and improvements as necessary.
• Comment on design drawings, specifications, manuals; estimate running costs for building services installations for new projects; liaise with Projects Division accordingly.
• Liaise and coordinate with consultants, utility companies, government departments and other parties on progress of works in estates.
• Lead and supervise Senior Maintenance Officer on special projects impacting estates; explore new products and materials.
• Mentor on-site electricians and Senior Maintenance staff.
• Attend meetings and handle inquiries from tenants/owners/residents’ associations/District Council/contractors.
• Coordinate with PM staff and Builder works teams to ensure projects are completed smoothly.

Job description

The Person

• To solve technical problems independently and deal with urgent/emergency repairs concerning building services installations.
• To prepare design, budgets, estimates, drawings, specifications and tender document for maintenance works for senior’s approval.
• To review the estates facilities, recommend the improvement program for estates/ properties. To monitor and supervise the improvement works to assure quality of works and upgrade the standard of living.
• To administer the tendering and contract administration process which includes drafting letters to invite quotations, obtaining and evaluating quotations, preparing tender documents and issuing works orders for maintenance and improvement works.
• To provide technical advice on materials, tools etc. to PM staff and co-ordinate repairworks carried out by technicians or contractors. To supervise and monitor work progress site and certify work completion, and coordinate with contractors for reviewing their performance and payment settlement on time.
• To report on the irregularities found to Estate-in-Charge and Manager (Maintenance-Building Services) and take appropriate action accordingly.
• To inspect tenants’ fixtures and various installations and recommend for repairs and improvement as necessary.
• To comment the design drawings, specifications, manual; estimate running cost for building services installations for new development projects; conduct inspections and testings to identify defects during take-over of new projects; and liaise / co-ordinate with Projects Division accordingly.
• To liaise and coordinate with consultants, utility companies, government departments and other parties concerned on progress of works in estate areas.
• To lead and supervise Senior Maintenance Officer to carry out special projects which may result in impact on all estates, such as recommending new products and carrying out study on new materials.
• To act as a mentor on-site electricians and Senior Maintenance colleagues.
• To attend meetings and handle enquiries from tenants / owners / residents’ association/ District Council/ contractors.
• To closely coordinate with PM staff and Maintenance staff of Builder works to ensure the specific projects or works to be completed smoothly.

The Job

• Holders of Degree / Higher Diploma in Building Services, Electrical Engineering or related disciplines, and Certificate of Registration of Electrical Worker (Grade B) or equivalent.
• Member of professional bodies in HKIS/RICS/HKIE/RIBA or equivalent preferred.
• 8 years’ experience in building services maintenance or 10 years’ experience for Higher Certificate in Building Services Engineering.
• In-depth knowledge of relevant regulations and professional maintenance practices.
