Octopus Holdings Limited in Hong Kong is seeking an experienced professional to lead solution design, tender support, and end-to-end software delivery for transport-related initiatives.

You will drive feasibility studies, prepare proposals, manage project scope, schedule, and budget, and coordinate cross-functional teams and vendors to ensure secure, scalable deployments.

Qualifications

• Degree in Computer Science, Information Technology, Engineering, or related discipline.
• At least 8 years of relevant software development, solution design, and project delivery experience.
• Proven ability to manage scope, schedule, budget, resources, risks, issues, vendors and stakeholders across SDLC.
• Experience in feasibility studies, solution proposals, estimation, and tender submissions.
• Experience evaluating emerging technologies, including AI/Generative AI, to improve processes.
• Hands-on development background in Java and SQL; familiarity with Spring Boot, REST APIs, Kafka, Kubernetes, RDBMS and Linux.
• Strong written and spoken English and Chinese.

Job Responsibilities:

Solution Design and Tender Support

• Collaborate with customers and stakeholders to define business and technical requirements.
• Lead feasibility studies, solution design, and technical proposal preparation for new initiatives, system enhancements, and tender opportunities.
• Prepare solution scope, effort estimates, resource plans, cost estimates, and key delivery assumptions.

Software Development Project Management

• Lead end-to-end software development projects for transport applications, from requirements through deployment.
• Manage project scope, schedule, budget, resources, risks, deliverables, and change control.
• Coordinate cross-functional teams, customers, and vendors to ensure successful and timely project delivery.

Technical Leadership, Risk and Compliance

• Provide technical leadership on solution design, architecture, and delivery approaches to ensure security, scalability, maintainability, and operational readiness.
• Promote engineering best practices, including code quality, testing, CI/CD, and DevSecOps.
• Support resolution of complex technical issues and ensure compliance with company policies, standards, and procedures.

Job Requirements:

• Degree in Computer Science, Information Technology, Engineering, or related disciplines.
• At least 8 years of relevant experience in software development, solution design and technology project delivery, including experience leading cross-functional project activities.
• Proven experience managing scope, schedule, budget, resources, risks, issues, vendors and stakeholders across the SDLC.
• Experience in feasibility studies, solution proposals, estimation, customer workshops or tender submissions.
• Experience in evaluating and applying emerging technologies, including AI/Generative AI, to improve business processes, customer experience, and operational efficiency.
• Hands-on software development background in Java and SQL. Practical knowledge of Spring/Spring Boot, REST APIs or web services, Kafka, Kubernetes, relational databases and Linux. Understanding of integration, security, resilience and production support.
• Good command of written and spoken English and Chinese
