Job description

We are seeking a high-caliber, strategic Programme Director to lead a flagship 5-year transformation programme across our public services enterprise. At the heart of this initiative is a comprehensive legacy application modernization drive aimed at reshaping service delivery, improving operational resilience, and enhancing digital experiences for millions of stakeholders.

Managing a senior core team of 3–5 Senior Project Managers and 4 - 8 engineers and other matrix reporting line, you will be responsible for orchestrating complex end-to-end delivery across both legacy application modernization and supporting infrastructure programs. You will bridge strategic vision with operational execution, ensuring smooth transitions, robust risk mitigation, and sustainable capability building.

Key Responsibilities

• Strategic Execution & Roadmap Ownership: Lead the design and multi-year execution of the transformation roadmap, aligning legacy application modernization with organizational priorities and public sector standards.
• Programme Leadership: Direct, mentor, and empower a team of 3 - 5 Senior Project Managers, fostering a high-performance culture across sub-programmes, tracks, and third-party delivery partners.
• Complex Delivery & Architecture: Oversee the modernization, re-platforming, and migration of critical legacy applications while ensuring underlying infrastructure readiness and high availability.
• Dependency & Risk Management: Proactively identify, monitor, and resolve cross-functional dependencies, legacy technical debt, and delivery bottlenecks in a complex operating environment.
• Vendor & Partner Management: Direct engagement with system integrators, software vendors, and external consultants to ensure accountability, cost control, and delivery quality.
• Change Integration & Governance: Drive robust programme governance, benefit realization tracking, and seamless cutover strategies to minimize disruption to live public services.

Key Requirements & Qualifications

Mandatory Experience

• Track Record in Large-Scale Transformation: Proven experience leading multi-year, complex transformation programmes within public sector, regulated, or enterprise-scale environments.
• Legacy Application Modernization: Substantial experience managing transitions from legacy architecture, monolithic software, or outdated platforms to modern, cloud-native, or service-oriented applications.
• Senior People Leadership: Demonstrated capability in directing senior delivery personnel, specifically managing Senior Project Managers and large matrix teams.
• Technical Background: Background in software engineering, enterprise architecture, or IT operations is highly valued (though strategic delivery mastery is prioritized).
• Dual App & Infra Delivery: Direct experience delivering concurrent application development and core infrastructure modernizations.
