Job summary

Randstad Hong Kong Limited seeks a technology leader for a distinguished Hong Kong tertiary education institution to drive cloud modernization, Azure migrations, and enterprise-wide architecture across web, mobile, and governance platforms.

The role oversees cross-functional teams and external system integrators, aligning IT initiatives with executive strategy and focusing on KPI-driven governance to improve service reliability for end users.

Qualifications

• Bachelor’s degree in Computer Science, IT or related discipline.
• 10+ years IT experience in legacy modernization, cloud transitions, and enterprise architecture.
• Relational databases expertise (Azure/MS SQL Server); Azure certifications advantageous.
• Experience managing cross-functional teams and external vendors; PMP preferred.
• Higher education or university experience is highly preferred.
• Strong communication with executive leadership.

Responsibilities

• Direct end-to-end cloud migration strategy (Azure) and modernise legacy web, mobile, and Identity/Access Governance platforms.
• Establish cloud architectural standards, implement IT governance, and integrate modern tech solutions.
• Bridge between business partners and technical teams, translating strategy into operational user stories.
• Oversee internal engineering and external SIs, including contract negotiations and performance management.
• Track core system KPIs to elevate service reliability and end-user experiences.

About Our Client

Key Responsibilities

• Transformation & Strategy: Direct the end-to-end cloud migration strategy (Azure) and modernise legacy web, mobile, and Identity/Access Governance infrastructure.

• Architecture & Governance: Establish robust cloud architectural standards, implement best-practice IT governance, and integrate modern tech solutions.

• Stakeholder Management: Serve as the primary bridge between business partners and technical teams, converting strategic goals into operational user stories.

• Vendor & Team Leadership: Oversee internal engineering units and direct external system integrators (SIs), including contract negotiations and performance management.

• Service Enhancement: Track core system KPIs to elevate service reliability and ensure seamless digital end-user experiences.

Requirements

• Bachelor’s degree in Computer Science, Information Technology, or a relevant discipline.

• Minimum 10 years of progressive IT experience focusing on legacy modernization, cloud transitions, and enterprise architecture.

• Practical expertise in relational databases (e.g., Azure/MS SQL Server); official Azure certifications are advantageous.

• Proven track record in managing cross-functional teams and external vendor engagements; PMP or equivalent credentials preferred.

• Prior background in higher education or university environments is highly preferred.

• Strong analytical mind with exceptional communication skills to engage effectively with executive leadership.
