CITIC Securities International is seeking a PMO Director to drive governance and execution across IT initiatives. This hands-on role sits in the PMO, coordinating between IT leadership, business units, and HQ to ensure alignment with corporate standards and cross-border requirements.

The ideal candidate has 15 years of IT program experience, strong PMO governance knowledge, and exceptional communication skills in Mandarin and English.

Qualifications

• Bachelor’s degree in information technology, business, or related field.
• 15 years’ experience with 10+ years in IT project governance, PMO leadership, or large‑scale program delivery.
• Proven success in financial services, investment banking, brokerage, or similar regulated industries
• Excellent problem‑solving, communication, and stakeholder engagement skills.
• Strong understanding of PMO functions, governance, and SDLC methodologies.
• Understanding of IT cost allocation and management
• Understanding of enterprise IT landscapes and front-to-back business processes.
• Excellent communication and executive‑level presentation skills.
• Proficiency in Mandarin and English (written and spoken) is mandatory

Responsibilities

• Ensure compliance with corporate policies, PMO guidelines, and regulatory expectations.
• Align PMO processes with headquarters requirement and standards to ensure smooth cross-border communications
• Provide regular updates to department heads and Beijing HQ
• Drive execution of strategic enterprise-level programs from initiation to closure
• Monitor project health, risks, dependencies, and escalations.
• Facilitate communication of strategic priorities and ensure alignment of IT initiatives.
• Serve as a coordination point between IT, business units, and HQ

Position Description

Ensure that IT projects and programs are executed with consistent standards, strong governance, strategic alignment, and measurable value.
