Hong Kong Cyberport Management Co Ltd is seeking an experienced Information Technology Manager to lead end-to-end IT project delivery in Hong Kong. You will drive planning, execution, rollout, and stakeholder coordination to align with project goals.

To lead and manage the end-to-end delivery, stakeholder coordination, and continuous improvement of projects, ensuring smooth development, deployment, operations, and participant engagement in line with project objectives.
Lead the planning, execution, monitoring, and rollout of the strategic projects.
Coordinate UAT, Security Risk Assessment and Audit (SRAA), and Privacy Impact Assessment (PIA) of applications
Monitor project timelines, scope, deliverables, and risks; ensure alignment with KPIs and service levels.
Oversee development and updates of system documentation in collaboration with users.
Ensure timely delivery of progress
Act as point of contact for stakeholders and manage escalations where necessary.
Perform any other ad hoc duties as assigned.
Bachelor’s degree or above in Computer Science, Information Technology, Information Systems, Software Engineering, or related disciplines.
Professional certifications such as PMP, PRINCE2, ITIL or Scrum Master equivalent qualifications are preferred.
Strong knowledge of enterprise application lifecycle management, IT service management, SDLC and Agile delivery methodologies.
Familiar with system integration, API management, identity and authentication services, cloud platforms, SaaS solutions, workflow systems and web portals.
Sound understanding of cybersecurity, risk management, data privacy, audit, access control and ICT governance requirements.
Good stakeholder management, vendor coordination, analytical, problem-solving, communication and documentation skills.
Good command of written and spoken English and Chinese
Minimum 8 years of relevant experience in application management, IT project delivery, digital transformation initiatives, or enterprise application support.
Proven experience in vendor management, stakeholder coordination, requirement gathering, UAT, deployment and production support.
Experience with digital platforms, web portals, workflow systems, grant management systems, public sector digital services or citizen-facing services is preferred.
Practical experience in cloud technologies, API integrations, identity management, cybersecurity assessment, procurement evaluation or AI-related solution evaluation is highly desirable.
Ability to adapt to a fast-paced and rapidly evolving technological landscape.
Strong communication and collaboration skills to work effectively with cross-functional teams and subject domain experts.
Proficiency in written and spoken English and Chinese.
The position is on a 1-year term contract, renewal depends on performance and operation needs.
