ALL-STAR AGENCY is seeking a Finance Director to own finance, accounting and regulatory functions end-to-end across a multi-entity platform. You will shape financial strategy, drive performance, manage capital and liquidity, and establish scalable, well-controlled finance operations regionally.

Qualifications

• 15+ years of progressive finance experience in financial services.
• 7–10 years in senior finance leadership across multiple entities or markets.
• CPA/ACCA/CA or equivalent professional qualification.
• Fluency in English; additional regional languages advantageous.

Job description

Join a leading international financial institution as Finance Director, taking end‑to‑end ownership of finance, accounting and regulatory functions and shaping financial strategy for a complex, multi‑entity platform. You will lead the regional finance organization, drive financial performance, capital and liquidity strategy, and build scalable, well‑controlled finance operations across the business.

Key Responsibilities

• Lead all core finance activities, including financial accounting, management reporting, regulatory reporting, taxation and financial control, ensuring alignment with group policies and local regulatory requirements.
• Review, strengthen and standardize finance policies, procedures and internal controls, driving automation and continuous process improvement across entities and locations.
• Partner with senior business and risk stakeholders to manage performance against budget and plan, monitor asset quality, set provisions and support strategies for stressed or impaired exposures.
• Own the annual budget and multi‑year planning process, challenging assumptions, aligning plans with group strategy and tracking performance against key financial KPIs.
• Develop and implement a capital management framework for the region, coordinating with group capital and treasury teams and regulators to ensure capital adequacy, efficient deployment and compliance with local rules.
• Lead major finance transformation initiatives (e.g. enterprise GL and systems migrations, centralization of finance activities, organizational changes), and drive cost‑optimization and key vendor/property negotiations to achieve sustainable savings.

Requirements

• At least 15 years of progressive finance experience in financial services, including 7–10 years in senior finance leadership roles across multiple entities or markets.
• Strong foundation in audit (e.g. Big 4 or equivalent) followed by extensive in‑house finance experience within a multinational or large financial institution.
• Deep expertise in financial and regulatory reporting (e.g. local GAAP and supervisory filings), asset‑liability and liquidity management, capital planning, budgeting/forecasting, performance management and finance transformation.
• Proven track record leading finance teams across locations, managing senior stakeholders, and driving NIM improvement, cost optimization and profitability initiatives.
• Recognized professional qualification (CPA, ACCA, CA or equivalent).
• Fluency in English; proficiency in additional regional languages is an advantage for stakeholder engagement.
• Strong leadership presence with a hands‑on, collaborative style, and openness to change, innovation and continuous learning in a dynamic regulatory and business environment.
