Job summary

The Employees Retraining Board (ERB), soon Upskill Hong Kong (UHK), is seeking a visionary leader to head the Executive Office and guide its transformation. The Executive Director will report to the Board and oversee reform initiatives, setting strategic direction for a future-ready knowledge-based economy in Hong Kong.

As Executive Director (Ref: ED-9/26), you will drive governance, partner with government and industry, and build a high-performing team to realise ERB/UHK’s mission and ensure

Qualifications

• Bachelor's or postgraduate degree awarded by a university.
• Minimum of 20 years of managerial experience in a sizable organisation.
• Experience in leading government/public sector reform would be an advantage.
• Extensive knowledge of continuing education, skills training or manpower development would be an advantage.
• Excellent command of written and spoken Chinese and English; Putonghua an advantage.

Responsibilities

• Lead the strategic reform, operation and development of ERB, and oversee the transformation into UHK.
• In future, assume the role of Executive Director of UHK after legislative passage, guiding reform measures.
• Drive reform initiatives with government bureaux/departments, industries and training partners.
• Establish and publish a forward-looking, skills-based training framework for workers and upskilling.
• Manage the Employees Retraining Fund and resources to support sustainable development.
• Lead the organisation transformation and foster a high-performing, governance-driven team.
