Job summary

The Employees Retraining Board (ERB) is seeking a visionary and dynamic leader to head the Executive Office, steer its transformation into Upskill Hong Kong (UHK), and ensure the organisation is well positioned to meet future workforce needs.

Reporting to the Board, the Executive Director will drive strategic reform, collaborate with government bureaux, industries and training partners, and build a high-performing team committed to good governance and lifelong learning.

Qualifications

• Bachelor’s or postgraduate degree from a university.
• Minimum 20 years of managerial experience in a sizable organisation.
• Strong leadership, strategic planning and integrity.
• Extensive knowledge in continuing education, skills training or related fields.
• Excellent written and spoken Chinese and English; Putonghua is an advantage.

Responsibilities

• Lead strategic reform and oversee ERB's transformation into UHK.
• Implement reform measures and board-approved initiatives.
• Collaborate with government bureaux, industries, training bodies and stakeholders.
• Establish a forward-looking, skills-based training framework.
• Manage the Employees Retraining Fund and other resources.
• Foster governance, integrity and a high-performing team.
