Project Nature (T26) The Digital Policy Office (DPO) implements various measures under the "Smart Silver" Digital Inclusion Programme to help those in need (especially the elderly) to master digital skills so they can fully enjoy the benefits of a modern digital society. These measures include help desks providing technical support on use of mobile phones and digital service, basic and advanced courses on digital service and technology, and an online self-learning portal on digital technology.
Duties
- Serve a contract assignment under InfoTech's headcount, full-time second to serve the DPO;
- Devise and implement the publicity plan and prepare the publicity materials for promoting the "Smart Silver" Digital Inclusion Programme;
- Monitor outsourcing services for the publicity and event management for various promotion activities;
- Monitor outsourcing services for the system maintenance & support services of the "Smart Silver" Elderly IT Learning Portal (www.it2.gov.hk);
- Provide technical advice on digital activities and training courses to be arranged by the implementers and recommend suitable tools or software for the implementers to produce online courses for upload to the "Smart Silver" Elderly IT Learning Portal for sharing with other Portal users;
- Provide programme and research support to the "Smart Silver" Digital Inclusion Programme and review deliverables produced by the programme implementers;
- Research and study on advanced digital topics (e.g. Big Data, Internet of Things and Artificial Intelligence, etc.) to facilitate the elderly to enrich their knowledge on digital technologies;
- Research and study on local and overseas digital inclusion related initiatives, apps and systems; and
- Prepare management briefs, line-to-take and correspondences in response to public enquiries and LegCo matters.

Requirements
- Must have experience in mobile/wireless communication and cybersecurity;
- Must have experience in outsourcing management;
- Have good sense of technology and be proactive in technical research and evaluation;
- Must have knowledge and/or experience in the IT project monitoring and coordination;
- Must have good command of oral and written English and Chinese;
- Must have work experience with/in the Government;
- Preferable to have working experience in digital inclusion projects;
- Preferable to have experience in web/mobile app accessibility (WCAG 2.0); and
- Preferable to have experience in organising and managing briefings, seminars, promotional and publicity activities.
- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
- At least 4 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
Technical Skills
- . At least 2 years' experience in Internet/ Intranet (INT);
- . At least 2 years' experience in Mobile / Wireless Communication (MWC);
- . At least 1 year's experience in Adobe Photoshop (APH);
- . At least 6 months' experience in IT Security (ITS);
- . 1 year's experience in Adobe Illustrator (ADI) is an advantage;
- . 6 months' experience in Adobe Premiere (ADP) is an advantage;
- . 6 months' experience in Anti-Spam Technology (AST) is an advantage;
- . 6 months' experience in Anti-Virus Technology (AVT) is an advantage;
- . 6 months' experience in Website Administration (WEA) is an advantage.
Non-technical Skills
- . Excellent written English is a must;
- . At least 1.5 years' experience in IT service/outsourcing management (OUT);
- . At least 6 months' experience in work with the Government (GOV);
- . At least 6 months' experience in managing Government projects (MGP);
- . 1 year's experience in IT in the community e.g. promote the use of IT/IT awareness (ITC) is an advantage;
- . 1 year's experience in IT marketing and promotion (MAR) is an advantage;
- . 6 months' experience in event management (EMG) is an advantage;
- . 6 months' experience in presentation (PRT) is an advantage;
- . 6 months' experience in conducting IT training/briefing (ITT) is an advantage;
- . 6 months' experience in logistics arrangement for the community/industry liaison (LCI) is an advantage.
