Job summary

China International Water & Electric Corporation (CWE) in Hong Kong seeks an experienced Quantity Surveyor/Commercial Lead to oversee contractual and commercial aspects of major construction projects. You will manage the commercial team, review tenders, supervise interim and final accounts, and drive the project’s commercial strategy with a focus on risk and opportunity management.

The role requires a QS degree (MRICS/MHKIS preferred), 12+ years of relevant experience, and excellent English

Qualifications

• Degree or above in Quantity Surveying or equivalent, preferably with MHKIS, MRICS, PRS, ACIArb qualifications.
• Minimum 12 years of relevant project experience, with 8 years in a leading commercial role.
• Experience in contract administration, claims preparation, cost control, planning, and arbitration awareness.
• Excellent command of English and strong leadership capabilities.
• Ability to prioritize tasks and supervise a team.

Responsibilities

• Responsible for management of contractual and commercial issues for construction projects.
• Manage the commercial team and supervise pre-qualification submissions and tender reviews.
• Oversee project cash flow via interim applications submissions.
• Prepare and agree on project final accounts.

Job description

Responsible for overall management of contractual and commercial issues for construction projects

Manage the commercial team, supervise the preparation of pre-qualification submissions, commercial review of tenders, sub-contract tender, and related documentation

Oversee the project cash flow by timely, complete, and proper submission of interim applications

Continually work towards, prepare and agree on project final account

Develop and manage project commercial strategy

Effective management of risks and opportunities

Provide contractual, financial, and commercial advice to the project team

Supervise, approve and endorse claim submissions

Requirements

Degree or above in Quantity Surveying or equivalent, preferably with MHKIS, MRICS, PRS, ACIArb professional qualifications.

Minimum 12 years of relevant project experience of which 8 years with main contractors in a leading commercial role for large scale contract.

Experience in contract administration, claims preparation, with commercial and legal/ arbitration knowledge, familiar with various forms of conditions of contracts, cost control, planning, and strategic management.

Excellent command of English.

Good at task prioritizing and team supervision.
