Job summary

Vocational Training Council (VTC) in Hong Kong seeks a skilled IT projects professional to plan, coordinate, implement, and maintain web, mobile and cloud-based applications. You will translate user requirements into technical specs and manage internal teams and service providers to ensure timely delivery.

The role requires hands-on experience in IT project management, cloud-based solutions, APIs/SQL, and DevOps.

Qualifications

• Degree or diploma in IT with relevant experience.
• Experience in IT project management methodologies (Agile, Scrum, Waterfall).
• Proficiency in English and Chinese.
• Good interpersonal skills, initiative and teamwork.

Job description

(a) To be responsible for the planning, coordination, implementation and maintenance of web, mobile and cloud-based applications with various tools and technologies;

(b) To assist in collecting user requirements and transforming them into functional requirements and technical specifications, and to coordinate internal teams and service providers for project delivery; and

(c) To liaise with users and service providers and support project monitoring, system implementation, bug fixing, user acceptance test, deployment, training and related documentation.

Requirements

1. (a) (i) A recognised degree in IT or equivalent with at least 2 years' relevant experience; OR
2. (ii) A recognised higher diploma in IT or equivalent with at least 5 years' relevant experience;
3. (b) Applicants with good knowledge and hands-on experience in ANY of the following aspects will be an advantage:
   • (i) IT project management methodologies, preferably including Agile, Scrum and / or Waterfall;
   • (ii) Enterprise or cloud-based applications, preferably including Microsoft Dynamics 365 and / or Power Platform;
   • (iii) System integration, APIs, SQL and / or data migration; and
   • (iv) DevOps, preferably including Azure DevOps, Docker and / or CI / CD.
4. (c) Proficiency in English and Chinese;
5. (d) Good interpersonal skills, self-initiative and be a good team player.

(Applicants with a recognised degree in IT but less experience, or a recognised higher diploma in IT with at least 3 years' relevant experience may apply. Candidates who have completed or are awaiting formal results of a degree may also apply)

1. (1) The post is at the rank of "Officer".
2. (2) Applicants with less relevant experience and / or qualification may be considered for the post of IT Specialist, at the rank of "Technician".
3. (3) Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic / professional qualifications but with less experience may also apply.
4. (4) Appointee(s) may be required to work irregular hours / outside normal office hours and / or at different work locations on a need basis.
5. (5) Appointee(s) may be posted to any operational units of the VTC, for example a campus / centre, to carry out similar duties, and have different post titles which are subject to change at the Council's discretion.
