Job summary

HK Express is seeking an experienced security management professional to implement and administer the Aviation Security Management System and support the SMSEMS in maintaining the Aircraft Operator Security Programme (AOSP).

The role covers audits, risk mitigation, training, incident investigations and stakeholder liaison to uphold safety and security across Hong Kong operations.

Qualifications

  • Minimum 5 years of work experience in aviation industry, preferably in security management or operational role.
  • Minimum 2 years of supervisory experience.
  • Auditor qualification.
  • Good understanding of airline operations, including flight, cabin and ground operations.
  • Excellent written and verbal communication skills in English.

Responsibilities

  • Implement and administer the Aviation Security Management System; support the SMSEMS in maintaining the AOSP.
  • Review security advisories and actions to ensure operational security.
  • Prepare documentation for personnel addressing security issues.
  • Assist investigations into accidents, incidents, or irregularities; coordinate risk mitigation.
  • Conduct audits, inspections, surveys and produce reports.
  • Participate in the Consolidated Station Audit as Lead Auditor or Auditor as per qualification.
  • Review effectiveness of remedial actions and preventative measures.

Job description

Main Purpose of the job
  • Responsible for the implementation and day-to-day administration of the Aviation Security Management System; and
  • The incumbent supports the Senior Manager, Security Management System (SMSEMS) in maintaining the Security Management System and Aircraft Operator Security Programme (AOSP).
Role And Responsibilities
  • Manage and maintain the currency of the AOSP and associated documentation by proposing and drafting amendments;
  • Review security related industrial and regulatory advisories, and take follow up actions to ensure operational security is achieved;
  • Manage and prepare documentation or articles for relevant personnel in order to address internal and external security issues;
  • Support SMSEMS to conduct investigations into accidents, incidents, and/or irregularities affecting the security of operations, and coordinate the implementation of necessary risk mitigation measures;
  • Conduct audits, inspections, surveys and produce reports;
  • Participate in the Consolidated Station Audit as Lead Auditor and/or Auditor as per qualification level, contributing the number of audits to meet the company, regulatory and/or IOSA requirements;
  • Review and conduct assessment on the effectiveness of remedial actions / preventative measures associated with the security deficiency;
  • Maintain and revise the curriculum and syllabus for the Security Training Programme;
  • Deliver training as and when required;
  • Carry out Risk Analysis and Threat Assessment and produce reports to ascertain operational security is achieved;
  • Liaise with stakeholders to implement special security measures during periods or instances of increased threat;
  • Maintain the internal security vetting programme;
  • Produce and disseminate aviation security promotion material;
  • Produce and review materials for Airline Safety Review Committee, Security Action Group and Safety Action Groups;
  • Perform and coordinate security exercises / drills;
  • Participate in IOSA programme as and when directed by SMSEMS;
  • Ensure the subordinates receive appropriate development, coaching and training to ensure continuity and succession in the team; and
  • Participate in projects and tasks as and when directed by the SMSEMS.
  • Responsible for complying with the company Safety Policy and other associated policies applicable to the position.
  • Responsible for reporting hazards and events concerning safety and security through company’s safety reporting system.
  • Responsible for participating in and/or completing the safety, security or quality related training as assigned by the company, within the specified timeframe.
Qualifications
Experience
  • Minimum 5 years of work experience in aviation industry, preferably in security management or operational role; and
  • Minimum 2 years of supervisory experience.
Knowledge
  • Knowledge of aviation Security Management System;
  • Formally trained in aviation security management and audit;
  • Good understanding of airline’s operations, including flight operations, cabin operations and ground operations;
  • Bachelor’s degree required, preferably in an aviation, or quality management discipline;
  • Auditor qualification;
  • Familiarity with aviation security requirements in Aviation Security Programme and IOSA.
