Job summary

James Andrews Recruitment is partnering with a Devon local authority to recruit a Stock Condition/EPC Surveyor on an initial 6‑month contract. The role may transition to full‑time employment, with a negotiable hourly rate based on experience.

37.5 hours per week, Monday to Friday, 9am–5pm, on-site in Devon. The successful candidate will conduct stock condition surveys, undertake EPC assessments, and produce detailed reports to support maintenance and compliance programs.

Qualifications

• Experience conducting stock condition surveys in social housing, local authority, or residential property portfolios.
• Knowledge of EPC assessment methodologies, energy efficiency standards, and housing compliance requirements.
• Experience producing survey reports and recommendations based on findings.

Responsibilities

• Conduct stock condition surveys across residential properties to assess fabric, components and lifecycle requirements.
• Undertake EPC surveys and collect data to produce energy performance assessments.
• Identify defects, repair needs, and health and safety concerns in occupied and void properties.
• Record survey findings using handheld devices and asset management systems to maintain records.
• Liaise with tenants to arrange access and ensure surveys are completed efficiently.
• Produce detailed survey reports and recommendations to support maintenance, investment and compliance programs.

Job description

We are currently working in partnership with a local authority based in Devon, who have an URGENT REQUIREMENT for a Stock Condition/EPC Surveyor on an initial 6-month contract. The position is due to start immediately, with the potential to go full time. The hourly rate of pay is negotiable based on experience.

Duties will include (but are not limited to):

• Conducting stock condition surveys across residential properties to assess building fabric, components, and lifecycle requirements
• Undertaking EPC surveys and collecting property data to produce accurate energy performance assessments
• Identifying building defects, repair requirements, and health and safety concerns within occupied and void properties
• Recording survey findings using handheld devices and asset management systems to maintain accurate property records
• Liaising with tenants and residents to arrange access and ensure surveys are completed efficiently and professionally
• Producing detailed survey reports and recommendations to support planned maintenance, investment, and compliance programmes

Experience required:

• Experience undertaking stock condition surveys within social housing, local authority, or residential property portfolios
• Knowledge of EPC assessment methodologies, energy efficiency standards, and housing compliance requirements
• Experience identifying building defects, component lifecycles, and planned maintenance requirements
• Proficiency using asset management systems, handheld surveying devices, and Microsoft Office applications
• Ability to produce accurate survey reports, analyse property data, and maintain high-quality asset records
• Strong communication skills with experience liaising with tenants, residents, contractors, and internal stakeholders during survey programmes
