Job summary

Portsmouth City Council is seeking a dedicated Rough Sleeping Outreach Worker to engage with people who sleep rough in the city and coordinate a tailored support package. You will build trust, assess holistic needs, and link clients to housing, health and advocacy services on a rota that covers seven days a week.

Qualifications

• Experience with rough sleepers or homeless people.
• Awareness of Equality Act 2010 and Care Act 2014.
• Knowledge of Housing Act 1996, Homelessness Act 2002 and Homeless Reduction Act 2017.
• Advocacy and single point of contact with services.
• Ability to perform risk assessments and safeguard appropriately.
• Listen empathetically without rushing to conclusions.
• Tact and diplomacy in sensitive situations.
• Negotiation and advocacy skills.
• Proactive, initiative-taking and solution-focused.
• Team-oriented with peers and supervisor support.
• Emotional resilience and comfort with challenging situations.
• Accurate client record-keeping and data reporting.

Responsibilities

• Provide outreach to rough sleepers and engage with individuals to assess needs.
• Build trust, coordinate with health, housing and support services, and signpost as needed.
• Manage a caseload and attend multi-agency meetings where required.
• Maintain professional boundaries and safeguarding as per policy.
• Record client interactions and contribute to data monitoring systems.
