Job summary

Portsmouth City Council is seeking a dedicated Rough Sleeping Outreach Worker to join the city’s frontline team. You will engage with rough sleepers, assess needs, and coordinate signposting to housing, health, and support services across Portsmouth.

This role operates on a seven-day rota, requires trauma-informed practice, and strong multi-agency collaboration. You will maintain records, work with partner agencies, and contribute to data monitoring while safeguarding clients and colleagues.

Qualifications

• Experience working with rough sleepers or homeless households is desirable.
• Awareness of adult safeguarding principles and relevant housing legislation.
• Ability to advocate and be a single point of contact with other agencies.
• Strong risk assessment and safeguarding judgment.
• Ability to maintain professional boundaries while being approachable.

Responsibilities

• Engage with rough sleepers and support access to health, housing and services.
• Manage a caseload and deliver tailored support packages.
• Maintain accurate client records and contribute to data monitoring.
• Respond to referrals from agencies and the public; provide signposting and advocacy.
