Job summary

Colbern Limited in York seeks an experienced Programme Manager (Transport) to lead the time-bound transfer of bus services and associated powers into the YNY Combined Authority. The role is hands-on and requires establishing programme structure, governance, and delivery momentum across multiple workstreams.

You will drive delivery, provide executive reporting, and collaborate with partner authorities to agree transfer arrangements while ensuring decisions are tracked to completion.

Qualifications

• Senior-level programme management experience delivering complex transformations or service transitions.
• Experience in local government, transport, infrastructure or regulated environments.
• Proven ability to lead large-scale programmes with multiple stakeholders and interdependencies.
• Strong governance, assurance, risk management, planning and delivery controls.

Responsibilities

• Establish and maintain programme governance, controls, reporting and decision-making processes.
• Develop and manage an integrated programme plan with milestones, dependencies, risks and critical path activities.
• Lead cross-functional project and workstream groups across operational, technical, legal, commercial and workforce areas.
• Drive delivery against milestones, proactively managing risks, dependencies and slippage.
• Provide clear programme reporting, assurance and recommendations to senior leaders.
• Collaborate with partner authorities and stakeholders to develop and agree transfer arrangements.
• Maintain accurate programme documentation and track decisions through to completion.
