Job summary

Homes England is seeking a Programme Manager for a fixed-term/secondment role until 31 August 2028. The role sits in the Help to Buy Transformation & Reprocurement Programme and requires leading a complex, multi-year delivery with a focus on data integrity, risk reduction, and improving customer experience.

The successful candidate will work with senior leaders and cross-functional teams to shape the future operating model.

Qualifications

• Experience leading complex programmes in challenging environments.
• Strong stakeholder management across senior leaders and partners.
• Ability to translate vision into practical delivery plans across strategic and operational levels.
• Experience of governance, assurance and benefits realisation in a complex setting.

Responsibilities

• Lead a complex, multi-year public sector change programme within Help to Buy Transformation & Reprocurement.
• Coordinate multidisciplinary teams and deliver outcomes with disciplined delivery and evidence-based decisions.
• Manage risks, dependencies and issues, maintaining momentum and value delivery.
