Job summary

Homes England is seeking a Head of Service Transformation to lead the Help to Buy Transformation & Reprocurement Programme. You will shape the operating model, strengthen governance, and drive continuous improvement across a multi-year public sector initiative.

You will oversee the product backlog, coordinate across governance forums, and deliver value while safeguarding public funds. Experience in public equity mortgage loans is valuable.

A bit about the role.

Working within our Help to Buy Transformation & Reprocurement Programme, the Head of Service Transformation will play a key role in delivering a complex, multiyear public sector change programme.

You will join a highly skilled, collaborative programme team tasked with reshaping a nationally significant service at a critical point in its lifecycle. Our focus is on strengthening data integrity, reducing operational and financial risk, improving customer experience, and ensuring long‑term service portability while protecting public funds.

This is a programme that values disciplined delivery and thoughtful decision‑making. Our Programme Director champions evidence‑based choices and a diversity of perspectives, recognising that the best outcomes come from constructive challenge and collective problem‑solving.

This is a rare opportunity to help shape the future operating model of one of the UK’s most high‑profile home ownership public services. You will work closely with colleagues across a range of specialisms to design and deliver an integrated, coherent and defensible service model. One that can stand up to scrutiny from governance forums, audit and value‑for‑money assessments while delivering long term benefits for the Agency and our customers.

A bit about you.

As Head of Service Transformation, you will provide strategic and operational leadership across the Help to Buy service, ensuring delivery remains aligned with Homes England's priorities and the programme's objectives. You will oversee programme management support and the product backlog, bringing clear coordination, quality assurance and reporting to a complex portfolio of activity.

You will lead the development, prioritisation and delivery tracking of the product backlog, manage resource planning, and make sure senior leaders and government stakeholders have timely, accurate information. Working across Financial Distress, Future Service, Digital and Data, and Change and Readiness, you will connect activity across the programme, strengthen governance and drive continuous improvement in operational delivery.

You will bring significant experience of leading multidisciplinary teams in government-funded or similarly complex programmes, together with a strong understanding of public sector governance, Managing Public Money and the Green Book. You will be confident developing strategy and business cases, coordinating complex reporting, managing risk through the programme lifecycle and embedding effective delivery frameworks. Experience of public equity mortgage loan management, including Help to Buy, would be particularly valuable.

An inclusive and credible leader, you will build strong relationships with internal teams, suppliers and wider government stakeholders. You will develop and support a high-performing team, represent the Transformation Programme in key forums and work constructively with the Run team to deliver better outcomes for customers while safeguarding public money.
