Homes England is seeking a Programme Manager for a fixed-term/secondment role until 31 August 2028. Working within our Help to Buy Transformation & Reprocurement Programme, the Programme Manager will play a key role in delivering a complex, multi-year public sector change programme. You will join a highly skilled, collaborative programme team tasked with reshaping a nationally significant service at a critical point in its lifecycle. Our focus is on strengthening data integrity, reducing operational and financial risk, improving customer experience, and ensuring long‑term service portability while protecting public funds.

You will work closely with colleagues across a range of specialisms to design and deliver an integrated, coherent and defensible service model that can withstand scrutiny from governance forums, audit and value‑for‑money assessments while delivering long‑term benefits for the Agency and our customers.
As a Programme Manager, you will be an experienced delivery professional with a strong track record of leading complex programmes, coordinating multidisciplinary teams and driving outcomes in challenging environments.
You will be comfortable operating across strategic and operational levels, translating vision into practical delivery plans and ensuring that risks, dependencies and issues are actively managed. You'll bring excellent stakeholder management skills, enabling you to build confidence and credibility with senior leaders, delivery partners and subject matter experts alike.
We're looking for someone who can provide clear leadership, maintain momentum across multiple workstreams and foster a collaborative culture where teams are empowered to perform at their best. You will be analytical, organised and pragmatic, with the ability to balance competing priorities while maintaining a focus on delivering value and achieving programme objectives.
Experience of managing large-scale transformation, procurement, service redesign or operational change programmes would be particularly valuable, as would an understanding of governance, assurance and benefits realisation within a complex organisational setting
