Job summary

Park Avenue Recruitment in Essex seeks an experienced Tenancy Relations Officer to join the Private Sector Housing team on an initial 3 month contract. The successful candidate will work with autonomy on sensitive cases including unlawful eviction, landlord harassment and tenancy breaches.

You will gather evidence, prepare case files and support enforcement actions, while advising tenants and coordinating with Environmental Health and Legal Services.

Qualifications

  • Strong knowledge of tenancy relations and housing enforcement.
  • Experience investigating unlawful eviction, harassment, discrimination, and tenancy offences.
  • Familiarity with relevant legislation including Protection from Eviction Act 1977, Housing Act 1988/2004 and Renters' Rights Act 2025.
  • Proven ability to gather evidence, prepare case files and support enforcement actions.
  • Excellent interpersonal, negotiation and written communication skills.

Responsibilities

We are working with a council in Essex who are looking to appoint an experienced Tenancy Relations Officer to join their Private Sector Housing team.

The successful candidate will be expected to work with a high degree of autonomy, investigating complex and sensitive cases involving unlawful eviction, landlord harassment, discrimination, tenancy breaches and wider private rented sector enforcement matters.

Key responsibilities
  • Gather evidence to conduct investigations, interview relevant parties and prepare comprehensive case files, notices, witness statements and reports.
  • Make proportionate recommendations for enforcement action, including civil penalties, prosecution, rent repayment orders and other legal remedies.
  • Support warrant and court authorisation applications where required, working closely with Legal Services, courts and partner agencies.
  • Provide clear advice and support to tenants and residents regarding their rights and options.
  • Work with tenants, landlords, letting agentsn and managing agents to resolve disputes, sustain tenancies and prevent homelessness.
  • Work closely with Environmental Health, Private Sector Housing, homelessness, housing and community safety teams.
  • Liaise with the police, courts, legal representative and other external enforcement bodies where appropriate.
  • Support vulnerable residents, including those who are homeless, threatened with homelessness or at risk of illegal eviction or harassment.
  • Maintain accurate case records and ensure all enforcement activity is evidence-led, proportionate and legally compliant.
  • Contribute to improving standards and promoting good practice across the private rented sector.
About you

The council is looking for someone with:

  • Strong knowledge of tenancy relations, landlord and tenant law and private sector housing enforcement.
  • Practical experience investigating unlawful eviction, harassment, discrimination and tenancy-related offences.
  • Strong knowledge of relevant legislation, particularly the Protection from Eviction Act 1977, Housing Act 1988, Housing Act 2004 and Renters' Rights Act 2025.
  • Experience gathering evidence, preparing case files and making recommendations for enforcement action.
  • Experience working with legal services, courts, police or other enforcement agencies.
  • Excellent interpersonal, negotiation and communication skills, with the ability to deal confidently with difficult and sensitive situations.
  • Experience within a Local Authority, Private Sector Housing, Tenancy Relations or similar enforcement environment.
  • A strong understanding of safeguarding, homelessness prevention and supporting vulnerable residents.
  • The ability to work autonomously while collaborating effectively with internal teams and external partners.
  • Strong written skills, particularly around reports, witness statements, notices and enforcement documentation.
The opportunity

This is a great opportunity for an experienced Tenancy Relations Officer / Private Sector Housing Enforcement Officer looking for an interim contract where they can use their existing expertise while helping to develop and strengthen the council's tenancy relations and enforcement function.

The role offers a hybrid working arrangement, with a blend of home, office and site-based work, and the council is open to discussing different working patterns depending on availability and experience.
