Job summary

Burnley Borough Council is seeking a Private Sector Housing Officer to join the Private Sector Housing Team on a full-time, temporary funded basis. Responsibilities

• Investigate complaints relating to harassment, illegal eviction, discrimination and other tenancy-related issues.
• Provide advice and support to landlords and tenants on rights and responsibilities; including Renters Rights Act 2025.
• Take enforcement and prosecution action under housing legislation and attend court where required.
• Work with Housing Needs Team to prevent homelessness and support vulnerable tenants.
• Monitor and enforce landlord registration and ombudsman requirements.
• Support Private Sector Housing Officers with enforcement of housing conditions and related legislation.
• Develop and deliver landlord and tenant engagement, workshops and training to promote compliance.
• Collaborate with partner organisations to improve privately rented accommodation and support residents.

Job description

This is an exciting opportunity to join our busy and dedicated Private Sector Housing Team on a full time, temporary funded basis. We are a relatively large team delivering a wide range of services that integrate public and private sector partners, creating a bottom-up approach to supporting neighbourhoods and offering real help where it is needed through landlord enforcement, selective and HMO licensing, tenancy relations, the Good Landlord and Agent Accreditation scheme, the empty homes programme, home improvement and energy efficiency initiatives.

In this role you will focus on improving standards and protecting the rights of tenants within the Private rented sector across the Borough. You will work closely with landlords, tenants, internal services and external partners to provide advice, support and mediation, while taking appropriate enforcement action where housing legislation is not being complied with. Your responsibilities will include:

• Investigating complaints relating to harassment, illegal eviction, discrimination and other tenancy-related issues.
• Providing advice and support to landlords and tenants on their rights and responsibilities, including the requirements of the Renters Rights Act 2025.
• Taking appropriate enforcement and prosecution action under relevant housing legislation, including preparing cases and attending court where required.
• Working closely with the Housing Needs Team to help prevent homelessness and support vulnerable tenants.
• Monitoring and enforcing landlord registration and landlord ombudsman requirements.
• Supporting Private Sector Housing Officers with enforcement of housing conditions and other relevant legislation.
• Developing and delivering landlord and tenant engagement, workshops and training to promote good practice and legal compliance.
• Working with partner organisations and agencies to improve the standard of privately rented accommodation and support residents.

The common theme throughout these activities is to protect tenants, prevent homelessness and drive up standards of management within the Private rented sector, ensuring residents are treated fairly and live in safe and suitable accommodation.

The team operates from the Town Hall combined with home working.

It is essential that you have experience of working within a housing environment and applying housing legislation, with particular experience of tenancy relations, illegal eviction and harassment. You will also need excellent communication and negotiation skills, the ability to investigate and gather evidence, and experience of taking appropriate enforcement action. A sound knowledge of housing legislation and the ability to work effectively with landlords, tenants, colleagues and partner organisations is essential.
