Job summary

Hill & Hill Recruitment Ltd in London seeks a Retrofit Coordinator to drive energy efficiency and decarbonisation across Local Authority housing and public buildings. Qualifications

  • Significant experience managing retrofit/energy efficiency programmes in a complex organisation.
  • Level 5 Diploma in Retrofit Coordination and Risk Management (or PAS 2035 qualification).
  • Strong knowledge of building physics, fabric-first approaches, renewable technologies, and domestic heating systems.
  • Proven track record in managing contractors, project budgets, and technical compliance risks.
  • Excellent communication, organisation, and stakeholder management skills.
  • Ability to evaluate complex technical data and present clear, actionable advice to senior managers.

Responsibilities

  • Manage whole-house retrofit projects from assessment through to post-occupancy evaluation.
  • Ensure compliance with PAS 2035/2030 standards across domestic energy initiatives.
  • Oversee contractor performance, site inspections, and risk assessments for technical works.
  • Analyse EPC data and retrofit assessments to report to senior stakeholders.
  • Coordinate with internal teams, external funders, and residents to ensure smooth delivery and high customer satisfaction.

Job description

Hill & Hill Recruitment are seeking a Retrofit Coordinator to work with one of our Local Authority clients based in London.

Key Responsibilities
  • You will play a key role in driving energy efficiency and decarbonisation programmes across the Council's housing stock and public buildings.
  • You will oversee end-to-end retrofit projects, ensuring compliance with relevant standards, managing contractors, and providing technical assurance and advice to senior management.
  • The role will involve working closely with Housing, Property, Sustainability, and Asset Management teams, as well as external contractors, consultants, and residents.
  • Manage and coordinate whole-house retrofit projects from initial assessment through to completion and post-occupancy evaluation.
  • Ensure full compliance with PAS 2035/2030 standards across all domestic energy efficiency initiatives.
  • Oversee contractor performance, quality assurance, site inspections, and risk assessments for technical works.
  • Analyse technical data, energy performance certificates (EPCs), and retrofit assessments to provide clear reporting and guidance to senior stakeholders.
  • Collaborate with internal Council teams, external funding bodies, and residents to ensure smooth delivery and high levels of customer satisfaction.
Your Experience
  • Significant experience managing retrofit, energy efficiency, or building improvement programmes within a complex organisation (Local Authority or Housing Association experience desirable).
  • Level 5 Diploma in Retrofit Coordination and Risk Management (or equivalent PAS 2035 qualification).
