Technical Support Officer – 5 Month Contract
Location: London Borough of Hackney
Contract: 5 Month Contract
Hours: Full Time
Summary
Hackney Council is in search of a seasoned Technical Support Officer to enhance the Housing Services Building Maintenance & Estate Environment team. This role involves managing a portfolio of around 5,000 social housing units, where you will facilitate responsive repairs, conduct property inspections, diagnose defects, draft specifications and estimates, and supervise contractor performance to ensure that all work is executed safely, efficiently, and to a high standard. This position is particularly suited for individuals with substantial experience in housing maintenance, repairs, surveying, and property inspection, especially within social housing or local government settings. Proficiency in the Housing Health & Safety Rating System (HHSRS) is a must.
Responsibilities
Surveying & Technical Support
- Conduct inspections and surveys in response to repair requests.
- Evaluate tenanted properties to identify defects and necessary remedial work.
- Diagnose building issues such as damp, disrepair, and maintenance concerns.
- Develop specifications, work schedules, estimates, and survey reports.
- Order and oversee repair work.
- Keep detailed records of repair histories.
- Assist in gathering stock condition data.
Contractor Management
- Oversee contractor and Direct Labour Organisation (DLO) performance.
- Perform post-inspections to ensure quality and compliance.
- Ensure all work adheres to health and safety and statutory requirements.
- Manage repair projects from start to finish.
- Engage specialist contractors following procurement guidelines.
Resident & Stakeholder Management
- Serve as a primary contact throughout the repair process.
- Address complaints, inquiries, and service requests from residents, councillors, and stakeholders.
- Participate in resident panel meetings and public forums as needed.
- Facilitate consultations with tenants and leaseholders.
- Assist with Section 20 consultation processes.
- Collaborate with Housing Management, Asset Management, and Repairs Call Centre teams to ensure a seamless customer experience.
Compliance & Health and Safety
- Ensure adherence to:
- Housing Health & Safety Rating System (HHSRS)
- Health & Safety at Work Act
- CDM 2015 Regulations
- Council policies and procedures
- Advocate for safe working practices across projects and sites.
- Support compliance monitoring and risk management activities.
- Help ensure contractor compliance with statutory and corporate requirements.
Requirements
Requirements:
- Experience in building maintenance, repairs, surveying, or property inspection.
- Essential knowledge and experience with HHSRS.
- Strong grasp of building defects and property construction.
- Experience inspecting domestic housing stock, including high-rise buildings.

Qualifications
- Building-related qualification to HNC/HND level or equivalent.
OR- Significant relevant experience in a similar role ("qualified by experience").
- Knowledge of:

- Party Wall legislation
- Section 20 consultation procedures
- Experience working within:
- Social Housing
- Local Authority Housing Services
- Responsive Repairs Teams
- Full UK Driving Licence.
