Job summary

TDM Recruitment Group is partnering with a Surrey-based housebuilder to appoint a Technical Manager. The role requires a strong engineering background and solid technical management experience to map early acquisitions through to technical sign‑off.

You'll challenge costs, assess how design changes affect drainage, levels and utilities, and coordinate agreements with authorities and utility providers. A broad, commercially aware technical leader is sought for this challenging role.

Qualifications

• Background in civil or infrastructure engineering or strong engineering knowledge in a technical management role.
• Proven experience as Technical Manager or Senior Technical Coordinator with a housebuilder.
• Strong commercial awareness with a track record of challenging costs and adding value to engineering packages.
• In-depth knowledge of Section 38, 278 and 104 agreements.
• Experience with DNOs/IDNOs and utility providers on residential schemes.
• Ability to understand and cost knock-on effects of house type/layout changes.
• Experience supporting land acquisition with technical due diligence and abnormal cost assessments.

Responsibilities

• Assess technical constraints and costs in early land acquisitions to support viability.
• Map projects from acquisition through technical sign-off before work starts.
• Challenge and validate engineering and infrastructure costs to ensure value.
• Cost changes from new house types/layouts for drainage, highways and utilities.
• Manage Section 38/278/104 agreements with authorities and utilities.
• Coordinate utility provision with DNOs/IDNOs and other statutory undertakers.
• Rework technical strategy on existing sites where layouts or house types update.
• Manage external consultants to deliver on programme and budget.
• Collaborate with Land, Planning, Commercial and Construction to support commercial aims.
