Morgan Sindall Infrastructure is seeking an experienced Technical Manager (M&E and CRE) to lead technical delivery on railway station enhancement programmes across Manchester/Liverpool, UK. We are looking for an experienced and ambitious Technical Manager to join our Rail team and support the successful delivery of a portfolio of station enhancement and accessibility schemes. This is an exciting opportunity to play a key leadership role across major rail infrastructure projects, providing technical oversight from design through to commissioning, handover and entry into service.

Working as the Technical Manager and Contractors Responsible Engineer (CRE) for M&E and Telecoms disciplines, you will be responsible for managing technical delivery across multiple station improvement projects. You will work closely with project teams, contractors, suppliers and stakeholders to ensure all systems are delivered safely, compliantly and to the highest quality standards.

This role offers the opportunity to contribute to long-term rail infrastructure programmes, supporting projects that enhance accessibility, improve passenger experience and modernise station environments.

Role Responsibilities

• Act as the M&E and Telecoms Contractors Responsible Engineer (CRE) across station enhancement and accessibility projects.
• Provide technical leadership and assurance throughout the project lifecycle, from planning and design through to commissioning and handover.
• Lead the delivery of all M&E and telecoms activities associated with station improvement works.
• Develop and manage technical delivery programmes aligned with overall project milestones.
• Coordinate M&E and telecoms activities with civil, structural and multidisciplinary project teams.
• Define technical scopes of work and support procurement activities for specialist packages.
• Manage contractors and specialist suppliers, ensuring compliance with specifications, standards and engineering requirements.
• Review and approve technical documentation including Work Package Plans (WPPs), Task Briefing Sheets (TBSs) and Inspection & Test Plans (ITPs).
• Manage interfaces between station systems and wider rail infrastructure, including signalling, operational and control systems.
• Develop and implement testing and commissioning strategies.
• Oversee Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT) and integrated systems testing.
• Ensure all commissioning, certification and engineering assurance requirements are successfully completed.
• Manage the production of as-built drawings, asset information, operation and maintenance manuals, and maintenance schedules.
• Lead handover activities and support operational readiness, including engagement with operators and maintainers.
• Manage defect resolution activities and support successful entry into service.
• Provide technical support and guidance to project teams and senior leadership.

Essential

Skills, Experience and Qualifications

• Experience working as a Technical Manager, Contractors Responsible Engineer (CRE), or in a similar technical leadership role within the rail industry.
• Experience delivering railway station enhancement, station improvement and accessibility-focused projects.
• Strong technical knowledge of Mechanical, Electrical and Telecoms systems within a rail environment.
• Experience managing testing, commissioning, handover and entry into service activities.
• Demonstrable knowledge of railway station systems and associated infrastructure.
• Experience managing multidisciplinary technical interfaces across complex infrastructure projects.
• Strong understanding of engineering assurance, compliance and rail industry standards.
• Experience managing contractors, specialist suppliers and technical stakeholders.
• Ability to review and approve technical and commissioning documentation.
• Excellent communication, leadership and stakeholder management skills.
• Strong problem-solving skills with the ability to make sound technical decisions.

Qualifications

• HNC or equivalent qualification in an engineering discipline.
• Relevant CRE accreditation or equivalent technical responsibility experience.

Desirable

• Experience delivering Access for All schemes.
• Experience working on station refurbishment and improvement programmes.
• Knowledge of station operational readiness and asset handover requirements.
• Demonstrable experience delivering technical management responsibilities on similar railway station projects.
