Job summary

National Highways is seeking a Technical Lead to co-ordinate and monitor national programmes across regions, focusing on performance and technical progress. Based in any National Highways office, you will lead and support the National Programmes Team under the Planning and Performance Division.

Qualifications

• An Incorporated Engineer or near Chartered Engineer with extensive relevant experience; holding a Civil Engineering degree, HND or equivalent.
• Proven experience of developing schemes with thorough understanding of relevant technical standards, asset policies, specifications and strategies.
• Excellent stakeholder management and communication skills, with proven evidence of influencing relationships to achieve positive outcomes.
• Good commercial and financial acumen, including budget & project management.
• Good knowledge and understanding of CDM and Health & Safety regulations across highway design & construction.

Responsibilities

• Lead the National Programmes and support the Head of National Programmes in setting strategy and direction for the team and portfolios.
• Identify, scope, prioritise and manage asset needs in accordance with governance to achieve business objectives.
• Collaborate with engineering colleagues, PMs, Planning & Development managers and Scheme Delivery managers to ensure programmes reflect asset needs and comply with policies and standards.
• Oversee commissioning of studies, surveys, design and delivery, manage related budgets, and drive asset management best practices and handback data.
• Continuously identify opportunities for efficiencies with internal and external stakeholders.
