Job summary

National Highways is seeking a Technical Lead to join the National Programmes Team. The role focuses on coordinating performance and technical progress across multiple programmes, including LED Upgrades and Water Quality initiatives, across England.

The successful candidate will lead studies, surveys, design and delivery, manage budgets, and ensure schemes reflect asset needs and governance. Strong stakeholder and communications skills are essential.

Qualifications

• Proven ability to manage stakeholder relationships to deliver positive outcomes.
• Experience in budget planning and control for complex programmes.
• Good knowledge of CDM and health & safety regulations across highway design & construction.

Responsibilities

• Lead and coordinate national programmes in partnership with engineering and delivery teams.
• Ensure asset needs are identified, scoped, prioritised and managed per governance standards.
• Oversee studies, surveys, design and delivery with budgets and asset data handover.
• Collaborate with internal and external stakeholders to improve efficiency and share best practices.
• Drive design quality and compliance with technical policies and standards.
