Technical Engineering Manager

Job Description:
We are looking for an experienced Technical Engineering Manager to provide technical leadership, management, and development of the engineering team on The Crown Estates contract and for the Quadrant portfolio. Ensuring operational excellence and compliance standards are met and exceeded.
The role will primarily cover both the mechanical and electrical strategies within The Crown Estates Quadrant building, with likely coverage across the rest of the contract portfolios as well. Reporting to the Area General Manager, the role will also have an indirect reporting line to The Crown Estates Senior Technical Manager responsible for the Quadrant portfolio.
To support the site team and client in the technical review of proposed works against industry best practices and site standards, and assess their impact on business operations.
Fully engage with Building Performance and Net Zero Carbon targets through the implementation of Building intelligence systems and optimization of the M&E systems within the buildings.
Technical Responsibilities
- Provide technical leadership and ensure all technical service commitments and KPIs as per the contract are met.
- Manage asset management, initial CAFM data collation, and ongoing management.
- Ensure full compliance with company electrical rules in HV/LV activities.
- Collaborate with Technical Stakeholders within TCE to implement strategies for Building Performance and Net Zero Carbon objectives.
- Recognize areas for team development and implement action plans.
- Update mechanical and electrical rules based on account specifics.
- Provide technical support to local site teams and out-of-hours operations.
- Ensure staffing structures and competencies operate effectively within the Quadrant portfolio.
- Ensure authorized persons are always present when required.
- Investigate and assist with RCAs on major operational incidents.
- Attend operational meetings and promote management systems and processes across all sites for consistency.
- Mentor and lead operational teams under the guidance of the Contract Manager.
- Complete technical site audits and support accurate EOP/SOPs.
- Support BGIS Critical Works Process and safety programs.
- Conduct plant room standards audits and provide site infrastructure training.
- Support site Integrated Structure Testing (IST) during project completions.
- Conduct LOTO auditing and training.
- Complete technical reports as required.
- Provide site resilience support on critical systems.
- Assess risks and adherence to British Standards and UK law through practice and facility evaluations.
- Inspect assets and equipment for potential issues and recommend improvements working alongside Asset Management, RCC, and Operational teams.
Management Responsibilities
- Manage customer relationships and liaise with Facilities Managers and equivalents.
- Handle escalation and ownership of local operational and compliance issues.
- Manage Elogbooks and monitor SLA and KPI performance within the CAFM system.
- Oversee supply chain management, including subcontractor reviews.
- Lead people management activities: recruitment, development, review, and performance management.
- Mentor and lead operational teams under the Contract Manager's guidance.
- Drive training matrix compliance to ensure all staff are adequately trained.
- Ensure consistent risk management across the Quadrant portfolio.
- Ensure statutory and code compliance of sites, supported by specialists when needed.
- Recognize team development needs and implement action plans.
- Participate in regular meetings with Crown Estates site management to discuss issues.
- Communicate contractual concerns with senior management for resolution.
- Promote and uphold the core values of BGIS.

Experience [Desirable]
Managerial experience at the contract level within a hard services business, delivering wider facilities management services, including team development, review, appraisal, and effective people management practices.
Aptitudes [Essential]
Electrically or mechanically qualified to NVQ level 3, with knowledge of Mechanical Systems, Chillers, Cooling Towers, Closed Water Systems, Generators, ATS, STS, Load Bank Testing, Controls Systems, Safety Circuits, BMS, PMS, EMS, PLC, Lighting Controls, Natural Gas Systems, Boilers, Boosters. Excellent verbal and written communication skills, numeracy, and computer literacy.

Industry qualified to HNC level, NEBOSH qualified to collaborate with the QHSE lead.
