Job summary

Dŵr Cymru Welsh Water seeks a Technical Delivery Lead to drive IT solutions across the Digital/Applications portfolio. You will lead architecture-driven delivery, guide multi-team efforts, and ensure timely, cost-effective outcomes aligned with business objectives.

The role requires strong Agile leadership, stakeholder engagement, and deep knowledge of enterprise tech stacks including Salesforce, AWS and Azure. Standby rota applies; salary is competitive and benefits are offered.

Qualifications

  • Experience delivering projects using PMI/PRINCE2/Agile or architecture-driven delivery methodologies.
  • Strong understanding of GIS, Salesforce, AWS, Azure within enterprise applications teams.
  • Ability to lead multi-workstream delivery and guide project scope and budgets.

Responsibilities

  • Lead Architecture Driven Agile project delivery within the Digital/Applications Team, ensuring on-time, on-budget, high-quality solutions.
  • Build and maintain matrix-managed teams with a focus on quality and continuous improvement.
  • Identify required expertise across the Enterprise Applications stack to deliver projects.
  • Contribute to design and delivery decisions impacting project roadmaps and strategic products.
  • Create Work Orders for third party providers ensuring favorable terms and costs.
  • Present funding requests to governance groups to secure project financing.
  • Manage dependencies, risks and issues with relevant SMEs to resolve obstacles.
  • Evaluate processes and tools to improve efficiency and value delivery.
  • Manage product backlogs and sprint planning in Microsoft Azure DevOps.

What you’ll be responsible for

As a Technical Delivery Lead you will be responsible for the delivery of solutions as part of the overall portfolio of work being managed by the Digital/ApplicationsTeam. The Technical Delivery Lead will deliver solutions that will improve business operations and maximise the efficiency and productivity of the staff, using cost-efficient techniques and high-quality standards.


Responsibilities will include:



  • Leading Architecture Driven Agile project delivery within the Digital/ApplicationsTeam, in line with the solution plans, guiding the project scope, delivering on time, within budget and high-quality solutions

  • Build and maintain motivated matrix managed teams, making sure quality, capability development, continuous process improvement and delivery excellence are key pillars

  • Understanding the current Enterprise Applications Technology stack and therefore be able to identify and secure all the relevant expertise required to deliver the project

  • Contributing to design and delivery decisions impacting the project and strategic product roadmaps

  • Creation of Work Orders for third party providers ensuring that DCWW interests are protected, and terms and prices are favourable

  • Submitting and presenting funding requests to appropriate DCWW governance groups to secure funding for new initiatives

  • Proactively manage dependencies, risks and issues, overcome obstacles, facilitating the conversation with relevant SMEs (vendors, delivery partners, suppliers, business stakeholders)

  • Identify and compare the best processes, delivery methods and tools to use in line with strategic roadmaps. Recognise when something does not work and encourage a growth mindset

  • Managing product backlogs and sprint planning in Microsoft Azure DevOps

  • Identify and challenge organisational processes of increasing complexity and those processes that are unnecessarily complicated

  • Foster inclusivity and make sure the teams collaborate, communicates, and focuses on what is most important and offers most value


About you


  • Previous Technical Delivery Lead experience. Ideally using PMI / PRINCE2 / Agile / Architecture-driven agile methodologies or other structured workstream delivery methodologies

  • Technical understanding of relevant technology, such as GIS, Salesforce, AWS, Azure for assigned Applications Team which has been applied on multiple projects

  • Leading the delivery of products within multiple workstreams, or programme

  • Using software tools to plan and track project activities

  • Effective organisational skills with attention to detail

  • Excellent interpersonal skills including the ability to engage and influence across the organisation at all levels and externally

  • Root cause analysis skills combined with advanced analysis and problem-solving ability to translate complex problems into solutions with clearly articulated potential impacts (both threats and opportunities)

There will be a requirement to participate in standby rota
