Job summary

Manchester City Council is seeking an experienced Team Manager for Housing Solutions to lead a multi-agency approach to homelessness prevention and support residents.

The role requires strong knowledge of homelessness law, policy development, and delivering high-quality service. You will oversee training, partner collaboration, and ensure lawful operational delivery.

Responsibilities

  • Collaborate with partners to identify opportunities to prevent and resolve homelessness and to implement service improvements.
  • Oversee internal and external training to embed culture change and support stakeholder understanding of the Housing Solutions Service and its legal framework.

Manchester City Council is a vibrant city, with great connections, but we face a challenge with homelessness for both families and single people. We are committed to rapidly increasing our levels of homeless prevention, increasing our supply of affordable housing, reducing and changing our use of temporary accommodation whilst, most importantly, securing better outcomes for our residents. The Homeless Service will deliver a new Homeless Strategy to cover the period 2027-2030 with an improved focus on achieving successful outcomes and keeping homelessness rare, brief and non-recurring.

The Team Manager will work as part of a group of Team Managers to deliver a case management approach and high quality service. The key responsibilities for this role are: to provide expert advice and decision resolution to Housing Solutions staff and other professionals; to collaborate with partners to identify opportunities to prevent and resolve homelessness as well as identifying and managing service improvements. The successful person will also oversee internal and external training to help embed culture change to support partner and customer understanding of the Housing Solutions Service and it's legal framework.

Housing Solutions is a very busy customer focussed service supporting people who are facing many challenges. We need a pragmatic, innovative, resilient and experienced manager who can work with managers, staff, external partners as well as with people who are, or are at risk of homelessness to find the best solution for their circumstances.

The successful candidate will have a strong understanding of homelessness law and the operational practicalities relevant to implementing that law.

The successful candidate will be able to explain the intricacies of the law to a range of individuals spanning legal experts to people experiencing homelessness directly.

Experience of writing policies and procedures for operational implementation will be a necessary skill held by successful candidate.
