Job summary

Birmingham City Council is seeking an Associate Major Procurement Programme and Projects Lead to join its newly established Major Procurement Programmes and Projects team. You will lead high-value procurement initiatives across large investment programmes, shaping strategies and ensuring compliant, value-driven outcomes for residents.

The role requires strong leadership, commercial acumen and experience in regulated procurement.

Qualifications

Responsibilities

Are you an experienced procurement professional looking to take the next step in your career? Birmingham City Council is recruiting a number of Associate Major Procurement Programme and Projects Leads to join our newly established Major Procurement Programmes and Projects team.
This is an exciting opportunity to help deliver complex, high-value procurement projects that support some of the Council's most significant investment programmes. Working alongside senior commercial leaders, you’ll help shape procurement strategies, manage complex procurement activity and lead colleagues to deliver innovative, compliant and value-driven procurement solutions that benefit Birmingham's residents.
About The Role
As an Associate Major Procurement Programme and Projects Lead, you’ll play a key role in delivering strategic procurement by:

• Leading complex procurement projects from strategy development through to contract award, ensuring compliance with legislation, governance and procurement best practice.
• Developing procurement and sourcing strategies that minimise risk, encourage innovation and deliver long-term value for money.
• Managing procurement activity across major investment programmes, ensuring robust governance, transparency and effective decision-making.
• Working closely with project teams, stakeholders and suppliers to align procurement activity with programme objectives and delivery timescales.
• Supporting contract negotiations, supplier performance and contract transition activities to achieve successful commercial outcomes.
• Leading and developing team members through coaching, performance management and professional development.
• Driving continuous improvement through the use of technology, data and AI-enabled solutions to enhance procurement practice and programme delivery.

About You
We’re looking for an experienced procurement professional with strong commercial awareness and leadership capability. You’ll bring:

• Experience managing complex procurement or commercial activities across the full procurement lifecycle within a regulated environment.
• Strong knowledge of public sector procurement legislation, governance and commercial best practice.
• Experience developing procurement strategies, managing tendering processes and supporting high‑value contracts.
• Excellent stakeholder management, negotiation and communication skills, with the ability to influence colleagues, suppliers and project teams.
• Strong analytical skills with the ability to research, evaluate information and make evidence-based recommendations.
• Experience leading or supervising colleagues, developing capability and creating high-performing teams.
• A commitment to continuous professional development, with a willingness to work towards a Level 4 CIPS Diploma if not already achieved.
