Job summary

West Sussex County Council is seeking a Systems and Data Lead to join the Systems Development Team within the Business Assurance Group. The role focuses on maintaining and improving core management systems, using GIS to support decision-making and service delivery, with hybrid working options available.

You will supervise the team, provide training, and drive improvements across IT systems used in Highways, Transport and Planning, contributing to efficient, data-driven services.

Qualifications

  • Demonstrable experience deploying, maintaining and developing operational systems.
  • Demonstrable GIS experience.
  • Degree or equivalent qualification, or equivalent experience in a related highways, systems, data or asset management field.
  • Demonstrable experience of delivering training and support to colleagues on specific systems.
  • Experience of mentoring, supervising and/or task managing others.
  • Experience of managing budgets, expenditure, contracts or related financial resources.

Responsibilities

  • Undertake day to day supervision within the team.
  • Provide support, guidance and training to staff across the service to ensure system compliance, identify improvements and implement efficiencies.
  • Ensure systems meet the current and future needs of the directorate, identifying opportunities to streamline processes and improve ways of working.
  • Play a pivotal role in supporting, planning and delivering the maintenance, development and continuous improvement of the County Council’s core management systems.
  • Lead and contribute to projects that enhance how data, GIS and business systems are used to support decision-making and service delivery.

About the Job

Salary: £44,075 to £47,181per annum.

Working Pattern: Full time, 37 hours per week.

Contract Length: Permanent.

Location: County Hall, Chichester, with hybrid working opportunities

Interview date: 9th September at County Hall, Chichester

In this role you will be part of the Systems Development Team in the Business Assurance Group that operates across the Highways, Transport and Planning (HTP) Directorate.

The Systems Development Team oversees and supports the wide range of IT systems used across HTP and plays a key role in developing, improving and integrating future systems to drive innovation, efficiency and excellent service delivery.

You will, as a Systems and Data Lead:

  • Undertake day to day supervision within the team.
  • Provide support, guidance and training to staff across the service to ensure system compliance, identify improvements and implement efficiencies.
  • Ensure systems meet the current and future needs of the directorate, identifying opportunities to streamline processes and improve ways of working.
  • Play a pivotal role in supporting, planning and delivering the maintenance, development and continuous improvement of the County Council’s core management systems.
  • Lead and contribute to projects that enhance how data, GIS and business systems are used to support decision-making and service delivery.
Experience and Skills
Key Skills
  • Ability to forward plan over the long term, making effective judgements to continually develop and improve services and support delivery against deadlines and objectives.
  • Strong problem-solving skills with the ability to anticipate issues and resolve them independently, making sound and pragmatic decisions.
  • Ability to research, analyse and interpret information to make robust judgements, implement system changes in live environments and develop practical recommendations.
  • Excellent communication skills with the ability to influence stakeholders, build positive relationships and explain complex information clearly.
  • Ability to apply project management principles and practices across multiple concurrent projects.
  • Excellent IT skills, including analysing data, producing reports and presentation and confidently using a wide range of software and systems.
Qualifications and/or experience
  • Demonstrable experience deploying, maintaining and developing operational systems, ideally within the highways, infrastructure, asset management or public sector environment.
  • Demonstrable GIS experience.
  • Degree or equivalent qualification, or equivalent experience in a related highways, systems, data or asset management field.
  • Demonstrable experience of delivering training and support to colleagues on specific systems.
  • Experience of mentoring, supervising and/or task managing others.
  • Experience of managing budgets, expenditure, contracts or related financial resources.
