Job summary

Liverpool City Council is seeking an experienced Procurement Business Partner to shape and deliver procurement across diverse spend categories, driving value for money and social value in our communities.

In this role, you will lead strategic procurement, manage pipelines, provide commercial insight and foster strong supplier relationships, ensuring governance and compliance. You will collaborate with teams across Corporate Services and City Development and monitor savings and KPI performance.

Responsibilities

• Lead on strategic procurement exercises aligning to departmental and corporate objectives
• Develop and manage procurement pipelines with senior leaders and stakeholders
• Provide high‑quality commercial insight by analysing spend, markets, risks and opportunities
• Build and maintain supplier relationships to drive value and improve performance
• Drive value for money through savings, efficiencies and innovative solutions
• Ensure robust project management across procurement activity and governance
• Support contract management ensuring performance and risk management
• Champion social value within procurement outcomes
• Maintain accurate reporting, savings tracking and KPI monitoring
• Act as an ambassador for the council and promote positive relationships
