Job summary

LGPS Central is seeking a Learning and Talent Manager to elevate learning from a programme-led activity to a strategic capability enabler. You will align learning with culture and future skills, connecting learning journeys, talent, and internal mobility to boost performance and confidence.

You will partner with senior leaders to identify skill gaps, curate content, own the learning platform and use AI to personalise journeys, while shaping leadership development and governance readiness.

Qualifications

• Experience in Learning and Development, Talent or Organisational Development or similar role.
• Understanding of learning journeys, digital learning, platforms and learning in the flow of work.
• Experience developing learning strategies, capability frameworks or skills-based development.
• Knowledge of talent management, succession planning, internal mobility and mentoring.
• Comfort with using AI, automation, dashboards and data to design solutions and measure impact.

Responsibilities

• Lead the learning strategy and capability development to translate the People Strategy into actionable development.
• Partner with senior leaders to identify current and future skills and capability needs.
• Own learning platform content, pathways and campaigns to improve adoption and accessibility.
• Shape talent approaches including succession, progression, promotions and internal mobility.
• Design leadership and people-manager interventions and coordinate governance readiness.
• Develop learning MI, dashboards and evidence-based insights to support decisions.
• Manage cross-functional learning projects and stakeholder relationships.
