West Midlands Combined Authority (WMCA) is seeking a Strategic Lead for the Changing Futures programme. You will provide system leadership, oversee cross-agency collaboration, and shape delivery across Birmingham, Sandwell and Wolverhampton.

This high-profile role requires influencing senior partners and turning policy into practical reform. You will lead a multidisciplinary team, ensure lived experience and evidence inform decisions, and manage governance, risks and learning to drive meaningful

Qualifications

• Proven experience leading multi-stakeholder public sector programmes.
• Experience mobilisation, governance and delivery planning.
• Experience with senior stakeholders across local government, NHS or central government.
• Public service reform, system change or integrated delivery experience.
• Experience in evaluation, learning and evidence-based programme design.
• Ability to operate across organisations and manage competing priorities.

Responsibilities

• Lead coordination and delivery of the Changing Futures Programme across the West Midlands.
• Provide strategic leadership on system change and improving outcomes across services.
• Oversee the development and delivery of the programme's delivery plan aligned with MHCLG expectations.
• Establish and maintain effective programme governance, reporting and assurance arrangements.
• Lead and develop the WMCA multidisciplinary programme team.
• Ensure lived experience, co-production, evidence and learning are embedded throughout the programme.
