Job summary

Carrington West is seeking an Interim Senior Procurement Manager to support the ED3 programme. The role involves leading supplier engagement, competitive tendering and the establishment of strategic framework agreements across specialist infrastructure supply chains.

You will collaborate with technical, operational, commercial and legal teams to ensure compliant supply chain arrangements and successful mobilisations.

Qualifications

• Experience as a Senior Procurement Manager in construction, infrastructure or utilities.
• Strong track record in strategic sourcing and competitive tendering.
• Negotiation of subcontract agreements and framework arrangements.

Responsibilities

• Develop supplier engagement strategies across work packages, regions and supply chains.
• Lead market engagement, supplier briefings and capability assessments.
• Engage contractors across OHL, HV cabling and ICP supply chains.
• Manage end-to-end procurement processes: RFI, RFP, ITT.
• Prepare tender documentation covering technical, commercial, ESG and performance needs.
• Lead supplier evaluations, tender moderation and award recommendations.
• Assess subcontract vs labour-only models; evaluate pricing and risk.
• Negotiate terms, framework agreements and capacity commitments.
• Support due diligence and contract finalisation; establish governance.
• Ensure procurement aligns with ED3 requirements and evaluation criteria.
