Job summary

Birmingham City Council is seeking a Policy, Governance and Assurance Lead to shape the governance framework that underpins commercial and procurement activity across the council. You will provide strategic leadership, drive compliance with procurement legislation, and oversee risk management and transparency in public spending.

Qualifications

• Extensive experience designing, implementing and leading procurement governance
• Strong knowledge of procurement legislation and public sector regulation
• Ability to lead and develop specialist teams in a complex organisation
• Excellent communication and stakeholder management across senior levels

Responsibilities

• Lead the development, implementation and continuous improvement of governance for procurement activity.
• Ensure compliance with Procurement Act 2023, Local Government Transparency Code and regulations.
• Design and oversee the Commercial Governance and Assurance Framework with robust risk management.
• Support the Commercial and Procurement Assurance Committee with reviews and advice.
• Lead the Council's transparency agenda and statutory publication requirements.
• Advise senior leaders on procurement legislation and governance policy.
• Manage rollout of legislative changes through guidance and training.
• Drive continuous improvement and promote innovation in procurement services.
• Develop and mentor a high-performing specialist team.
