Job summary

Birmingham City Council is seeking an Associate Procurement Operations Specialist to lead procurement operations, drive strategy and governance, and ensure compliance with the Procurement Act 2023. You will manage a high-performing team, shape commercial policy, and influence senior stakeholders across a large, regulated public sector organisation.

The role offers a permanent, full-time position with hybrid working patterns and a salary in the range of £66,627–£85,845.

Qualifications

• Qualified MCIPS or equivalent with leadership experience.
• Senior leadership experience in commercial procurement.
• Experience developing procurement policy, governance and operating models.
• In-depth knowledge of public sector procurement legislation.
• Proven ability to influence senior stakeholders and partners.
• Experience embedding continuous improvement and professional excellence.

Responsibilities

• Lead and develop the Procurement Operations function with a high-performing culture.
• Drive the implementation of the Procurement and Commercial Strategy to deliver value for money and ethical use of public funds.
• Develop procurement policy, governance, assurance frameworks and operating models across the Council.
• Oversee compliance with the Procurement Act 2023, including transparency and governance requirements.
• Provide strategic leadership for business planning, performance, capability development and communications.
• Act as Assurance Lead for CPAC, scrutinising high-value, high-risk activity.
• Build influential relationships with senior leaders and external partners to shape commercial strategy.
