Job summary

Birmingham City Council is seeking a Framework Lead to shape and deliver strategic framework agreements that generate sustained value for the city. You will steer commercial decision-making, advise on governance and legislative requirements, and strengthen supplier and stakeholder partnerships.

The role combines strategic procurement leadership with hands-on management of complex frameworks, supported by a newly formed Commercial and Procurement Service. Hybrid working options are available.

Qualifications

• Significant experience developing procurement strategies and framework agreements within regulated environments.
• Strong knowledge of procurement legislation, governance and commercial best practice.
• Experience building trusted relationships with senior stakeholders and partners.

• Lead development and delivery of strategic framework agreements.
• Advise stakeholders on procurement options, governance and legal requirements.
• Drive continuous improvement of framework agreements and procurement capability.
