Job summary

Birmingham City Council is seeking a Framework Lead to shape its strategic framework procurement. You will lead the development and delivery of framework agreements, delivering value for money and strengthening supplier partnerships.

The role requires significant procurement experience within regulated environments, analytical ability, and stakeholder influence. Flexible and hybrid working options are available with sponsorship not offered.

Qualifications

• Experienced in developing procurement strategies and framework agreements within regulated environments.
• Strong knowledge of procurement legislation, governance and best practice for complex framework contracts.
• Excellent commercial and analytical skills using market data to improve outcomes.
• Ability to build trusted relationships with senior stakeholders and partners to influence decisions.
• Understanding of contract management, supplier performance and risk across complex supply chains.

Responsibilities

• Lead the development and delivery of strategic framework agreements.
• Provide expert advice on procurement options and governance requirements.
• Implement and continuously improve framework agreements to enhance capability and value for money.
• Analyze market data to monitor benefits realisation and identify improvement opportunities.
• Build productive relationships with stakeholders, suppliers and partners to support delivery.
• Drive innovation through procurement systems and modern practices.
• Ensure all activity complies with procurement legislation and project management principles.
