Job summary

Westminster City Council is seeking a Capital Investment Manager to drive the Major Works Programme across housing stock, leading complex capital programmes from inception to close-out, ensuring on-time, on-budget delivery and high quality with strong resident engagement.

You will work with multi-disciplinary teams, apply governance frameworks, manage risk and supplier performance, and shape schemes to meet Net Zero targets.

Qualifications

• Experience delivering complex multi-disciplinary capital programmes (RIBA stages 0-7).
• Contract management experience across JCT and NEC contracts.
• Knowledge of governance frameworks and value for money.
• Strong engagement with residents and stakeholders.

Responsibilities

• Commission, plan, execute and monitor Capital Works projects across all stages.
• Ensure resident voices inform decisions around decanting, design options, site logistics and social value outcomes.
• Develop and implement Scheme Quality and Delivery Plans aligned to complexity, budgets and regs.
• Prepare and present timely reports on project performance and Major Works Programme.
