Job summary

Westminster City Council is seeking a Capital Investment Manager to lead the Major Works Programme, delivering complex capital projects across Westminster’s housing stock. You will oversee governance, cost control, risk management, and compliance to ensure projects are delivered on time, on budget, and to high quality.

You will engage residents and partners to ensure social value and resident voices inform decisions.

Qualifications

• Experience delivering complex, multi-disciplinary capital programmes across all RIBA stages (0-7).
• Ability to lead resident and stakeholder engagement and co-design project scope.

Responsibilities

• Lead Capital Works projects across all stages, ensuring on time, on budget delivery and high quality.
• Prepare timely reports on projects and the Major Works Programme for stakeholders.
• Collaborate with councils teams to drive effectiveness and value for money.
