Buckinghamshire Council is seeking an exceptional finance professional to lead the Capital Finance Team and guide the delivery of its £628m Capital Programme. You will provide strategic financial counsel, oversee capital reporting, and partner across services to maximise value from this investment portfolio.

As a senior finance leader, you will shape funding strategies, drive prudent financial performance, and support key investment decisions while ensuring regulatory compliance and robust

Qualifications

• CCAB qualification is essential.
• Degree-level education or equivalent required.
• Experience in finance with technical accounting and business partnering.
• Proven track record of leading teams.

Responsibilities

• Strategic Advisory: Provide expert financial advice on the Council’s Capital Programme.
• Budget Oversight: Monitor budget, plan financials, and report to Cabinet and CMT.
• Investment Decisions: Advise on capital gateway decisions.
• Technical Lead: Oversee asset accounting and capital financing details.
• Compliance Assurance: Ensure adherence to processes and regulations.
• Customer Focus: Build trusted stakeholder relationships.
• Process Improvement: Simplify and standardize capital processes.
• Team Leadership: Lead a team of Finance Business Partners and Analysts.
