Job summary

Birmingham City Council is seeking a financially astute leader to head Capital Governance & Treasury within the Finance Directorate. Overseeing a £2.7bn capital programme, you will shape governance, funding strategies and investment appraisal to support sustainable, strategic decisions across the council.

You will lead capital governance, develop robust business cases, mentor a small team and contribute to financial resilience in one of Europe’s largest local authorities.

Qualifications

• Qualified accountant (CCAB or equivalent) with experience in a large, complex organisation.
• Strong experience of capital governance, strategic finance or large-scale investment programmes.
• Excellent business case development and financial modelling skills.
• Commercial awareness and a strategic mindset.
• Ability to challenge effectively and influence senior stakeholders.
• Strong communication and relationship management skills.
• Experience leading people and delivering change.
• Modern and progressive approach to finance leadership.

Responsibilities

• Lead the Capital Programme governance framework.
• Support major investment decisions and funding strategies.
• Develop business cases and financial models.
• Collaborate with project leaders and senior stakeholders for robust decision-making.
• Provide strategic advice on capital investment, affordability and risk.
• Develop and maintain capital, treasury and MRP strategies.
• Drive governance, assurance and continuous improvement activities.
• Lead a team (1 direct report and 3 indirect reports).
