Job description

Overview

Buckinghamshire Council is seeking an exceptional finance professional to lead the Council's Capital Finance Team and play a pivotal role in shaping the delivery of its ambitious £628m Capital Programme.

As the Council's capital finance lead, you will drive excellence in capital reporting, provide Capital strategic finance business partnering across the organisation, deliver expert technical accounting advice, and support key investment decisions that will have a lasting impact on local communities.

Working collaboratively with service departments, Financial Accounting and Treasury teams, and the Capital PMO, you will ensure a joined-up and forward-looking approach to capital planning, funding, monitoring and reporting. You will be instrumental in bringing together the technical, strategic and operational aspects of capital finance, helping the Council maximise value from its investment portfolio.

This role has Council-wide visibility in which you will oversee the financial delivery of the Capital Programme, shape future investment priorities through the annual budget-setting process, develop funding and financing strategies, and provide clear insight into risks, opportunities and financial performance.

You will also take ownership of key elements of the Council's capital accounting and reporting framework, leading on areas including year-end closedown, statutory reporting requirements and capital financing. As a senior finance leader, you will provide direction, expertise and challenge to support sound decision-making and ensure compliance with an evolving regulatory environment.

About the role
  • Strategic Advisory: Provide expert financial advice on the Council's Capital Programme.
  • Budget Oversight: Keep a keen eye on budget monitoring and financial planning, including reporting to Cabinet and CMT.
  • Investment Decisions: Provide financial advice that support informed decision-making through the Capital Gateway process.
  • Technical Lead: Have attention to detail on technical asset accounting and capital financing.
  • Compliance Assurance: Ensure adherence to business processes and financial regulations.
  • Customer Focus: Build trusted relationships and champion a customer-focused culture.
  • Process Improvement: Seek to Simplify, Standardise and Streamline ways of working in Capital.
  • Team Leadership: Lead a team of 5 Finance Business Partners and Analysts, and develop a team committed to high performance and excellence.
Any-Desk

As an 'any-desk' worker, you'll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

About you

We are looking for a candidate with a wide range of experience in finance, ideally with a technical accounting as well as finance business partnering background, and a track record of team leadership. A CCAB qualification and a degree-level education or equivalent are essential.
