Role Overview
We are looking for a Specialist Project Manager to join our fantastic Project Services Department. The Specialist Project Manager will lead the end-to-end implementation of a new Housing Management System (HMS), covering rents, lettings, and income recovery modules. This role involves senior stakeholder engagement, risk management, supplier management, and ensuring the system is delivered on time, within budget, and aligned with business objectives.
Key Responsibilities
Project Leadership & Delivery
- Develop and maintain a detailed project plan, timeline, and resourcing plan
- Identify and mitigate risks, ensuring proactive issue resolution
- Ensure data migration, system testing, and business readiness & user training are effectively managed
Stakeholder Management
- Engage and collaborate with internal stakeholders, including Housing, Finance, IT and Customer Services senior management and subject matter experts
- Facilitate regular project updates, governance meetings, and reporting to senior management
Supplier & Contract Management
- Work closely with the chosen HMS supplier to ensure system configuration meets business needs
- Manage supplier performance, ensuring contract compliance and agreed deliverables
- Coordinate system testing, acceptance criteria, and go-live processes minimising disruption to the business
Process & Change Management
- Working with the Business Change Manager, lead change management efforts to ensure smooth adoption by end-users
- Work with the training team to deliver training materials and coordinate user training sessions
Compliance & Data Security
- Ensure the project adheres to regulatory requirements, such as GDPR and social housing regulations
- Working with the data team, oversee data migration and validation processes to ensure accuracy and integrity
More About You
- Educated to GCSE level or equivalent in Maths and English (Grades A*- C)
- Project Management Qualification (Prince 2/ Agile)
- Proven experience in full-lifecycle management (procurement to go-live) of Housing Management System implementation (e.g., NEC, Aareon, MRI, Civica) to large housing associations
- Strong understanding of rents, tenancy management, lettings, and income recovery processes within social housing or local government
- Excellent project management skills, with a track record of delivering complex projects with significant business change impacts on time and within budget
- Strong stakeholder engagement and presentation experience from executive to front-line staff
- Proficiency in Agile, PRINCE2, or PMP project management methodologies
- Experience of developing approaches for, and delivering the following areas: system procurement, data migration, system testing and user training
