Job summary

Warrington Borough Council is seeking an exceptional Senior Programme Manager - SEND Transformation to lead a high-impact reform programme across education, health and social care. You will shape system-wide improvements and oversee governance, risk, and delivery to benefit children and young people with SEND.

You will work with senior leaders, schools and regional partners to drive outcomes, manage multiple workstreams and ensure decisions are informed by data and compelling stakeholder

Qualifications

• Significant experience leading large-scale transformation, reform or improvement programmes.
• Strong track record delivering complex programmes within budget, scope and timescale.
• Experience across SEND, education, health, social care or integrated partnership environments.
• Excellent stakeholder management, influencing and negotiation skills.

Responsibilities

• Provide strategic leadership for Warrington's SEND Reform and Improvement Programme.
• Oversee governance, assurance arrangements and programme performance.
• Lead multidisciplinary teams and manage risks and resources.
• Ensure voice of children, young people and families remains central to service redesign.
