Job summary

Joybuy seeks a Senior Risk Strategy Program Manager to build and own the risk governance foundation for its cross-border ecommerce platform in Europe. You will design AI-native risk decision systems, set end-to-end controls for transactions, and partner with product, engineering and data science to scale fraud prevention and marketplace integrity.

This role blends risk strategy, systems design, and data analysis to deliver trusted, scalable risk capabilities that support growth across Europe.

Qualifications

• 5+ years of experience in Risk Strategy, Fraud Prevention, Trust and Safety, Marketplace Risk, or Decision Systems.
• Strong understanding of marketplace or platform ecosystems.
• Experience designing risk decision systems, rule engines, or enforcement logic.
• Familiarity with ML and AI concepts and their application in risk systems.

Responsibilities

• Develop and own risk governance framework for cross-border e-commerce in Europe.
• Research and adapt platform policies to regulatory requirements and business scenarios.
• Identify, assess, and manage risks across fraud, non-compliant operations, and capital risk; maintain risk ledger and reporting.

About The Team

You’ll be joining the Joybuy team, which values collaboration, ownership, and a commitment to delivering high-quality results in a fast-paced, dynamic environment. We are looking for a Senior Risk Strategy Program Manager to build and own the foundation of our risk governance and decisioning systems, while designing AI-native capabilities to detect and prevent fraud, abuse, and marketplace integrity risks at scale. This role sits at the intersection of risk strategy, system design, data, and AI, and is critical to building a safe, trusted, and scalable platform.

What You Will Do

Risk Management Framework Development & Implementation Take full ownership of building, iterating and implementing the risk management system for the company's cross-border e-commerce business, with a strategic focus on the European e-commerce market. Establish end-to-end transaction risk control rules, merchant risk management mechanisms, and settlement risk control frameworks tailored to the platform, covering all core risk areas.

Platform Policy Research & Adaptation Deeply analyze regulatory policies and industry compliance requirements, tracking platform rule changes and iterations in real time. Develop adaptive risk control strategies aligned with business scenarios, including merchant operations, settlement cycles, and order fulfilment.

Risk Identification & Control Oversee the identification, assessment, early warning, and resolution of key risks spanning transaction fraud, fake/sham transactions, non-compliant operations, capital/fund risk, compliance risk, and account risk. Establish a comprehensive risk ledger and monitoring mechanism; issue periodic risk analysis reports and risk review/post-mortem summaries. Continuously optimize risk handling and disposal processes.

Cross-functional Collaboration & Rule Output Collaborate closely with business, operations, procurement, technology, and settlement teams; actively participate in business proposal reviews. Issue tiered risk standards and control rules to support business functional launch, balancing business growth with effective risk management.

What We’re Looking For

• 5+ years of experience in Risk Strategy, Fraud Prevention, Trust and Safety, Marketplace Risk, or Decision Systems
• Strong understanding of marketplace or platform ecosystems
• Experience designing risk decision systems, rule engines, or enforcement logic
• Familiarity with ML and AI concepts and their application in risk systems
• Strong analytical skills with SQL or BI tools and large-scale data analysis
• Experience working with Product, Engineering, and Data Science teams
• Systems thinking and strong ability to manage trade-offs
